San Fierro doesn't have gang territories normally but you can get mods that let you do gang wars there since I believe it was cut from the game but the files still exist. Oddly enough though I think there's a glitch where you can take over territories outside of LS but I don't think you actually have to fight any gangs.
At the beginning of the game, there are 53 territories; at the return to Los Santos, there are 57. But on the PS2, there are 58 (Bayside Marina) at that point, because flying out for too long (Freefall, Saint Marks Bistro,) brews glitched territories.
